Is PIMS Registration Mandatory for Imports?

In the realm of imports, adhering to regulatory frameworks is of paramount importance. One such framework that has garnered attention in recent times is the Paper Import Monitoring System (PIMS). Understanding whether PIMS registration is mandatory for your imports can be a puzzling task. In this blog, we'll unravel the complexities surrounding PIMS registration, shedding light on when and why it becomes a prerequisite for importers.

The Paper Import Monitoring System (PIMS) is a mechanism introduced to monitor and regulate the import of specific paper items into India. Its primary objective is to ensure compliance with Indian standards, prevent under-invoicing, curb the entry of prohibited items, and support initiatives like Make in India and Atmanirbhar Bharat. PIMS is applicable to a wide range of paper products, covering 201 tariff lines.

Is PIMS Registration mandatory for Imports?

Understanding when PIMS registration becomes mandatory is crucial for importers. Here are the key points to consider:

1. Automatic Registration Number (ARN): Importers must seek an automatic registration number via the online PIMS system. Importantly, the registration fee should be submitted not earlier than the 75th day before the expected arrival date of the import consignment and not later than the 5th day before that date.

2. Validity of ARN: Once obtained, the automatic registration number (ARN) remains valid for a duration of 75 days. Importers can utilize this ARN for multiple consignments of Bill of Entries (BOEs) within the same registration number during the validity period.

3. Customs Clearance in SEZ: Importers under Special Economic Zones (SEZ) do not need PIMS registration during customs clearance when there is no processing of paper items occurring during entry into SEZ.

4. Change in HS Code: If processing takes place within SEZ, Free Trading Warehousing Zone (FTWZ), or Export Oriented Unit (EOU) resulting in a change in the HS Code at the 8-digit level, then DTA (Domestic Tariff Area) importers will be required to register under PIMS when the processed products fall under tariff lines covered by PIMS.

Obligations Under PIMS Registration

Importers falling under the ambit of PIMS registration must fulfill certain obligations:

1. Advance Information Submission: Importers are responsible for submitting advance information through the online system, along with obtaining an automatic registration number (ARN) by paying the registration fee.

2. Timely Application: The application for PIMS certification should be made no earlier than the 75th day and no later than the 5th day before the expected arrival date of the import consignment.

3. Application on Bill Entry: Importers are required to mention the PIMS registration number along with the date of expiry in the Bill of Entry to enable customs clearance.

Items Excluded from PIMS Registration

While PIMS covers a broad spectrum of paper items, certain exclusions exist. Currency paper, bank bonds, security printing papers, and cheque bonds are among the items excluded from the purview of PIMS registration.
